Elkhart, IN – Penny Gail Wagner, 65, of 1420 E. Bristol Street, Elkhart, a devoted wife, mother, grandmother, and great-grandmother, passed away surrounded by her family on Thursday, September 11, 2025, at Center For Hospice Care – Esther’s House in Elkhart. For 50 years, Penny shared her life with her husband and best friend, Richard Wayne Wagner, a bond that stood as a true testament to commitment and love.
Born on January 21, 1960, in Bluefield, WV, Penny was the cherished daughter of Richard L. and Virginia J. (Christian) Quesinberry. From a young age, she was known for her gentle spirit, kindness, and strong sense of family values - qualities that have remained with her throughout her life.
Penny is survived by her three children, April Wagner of Elkhart, IN, Ricky Wagner of Elkhart, IN, and Roshonda Wagner of Elkhart, IN and by four siblings, Paul (Diane) Quesinberry, Peggy (Shelton) Garmen, Richard Quesinberry, and Pamela Biers. Penny is also “MawMaw” to nine grandchildren and nine great-grandchildren, with one great-grandchild preceding her in death.
Penny was a woman of grace and mercy, known for her strength and dignity. She carried herself with quiet courage and an open heart, leaving an imprint on all who knew her. Nothing brought her more joy than spending time with her family, who will forever treasure her love, guidance, and unwavering presence. Her legacy of compassion, resilience, and faith will continue on. Her family and friends will find comfort in the knowledge that her love lies in their hearts and that her spirit will forever guide them.
A celebration of life will be held in her honor in the near future - details will follow.
